Proposes adding Section 30 to Article I of the Pennsylvania Constitution, establishing an "economic bill of rights" with four guaranteed rights for citizens

Guarantees the right to a living wage sufficient to reasonably support oneself and one's family

Establishes rights to affordable and accessible health care, including the opportunity to achieve good physical and mental health

Provides for the right to safe, efficient, and reliable transportation infrastructure, as well as safe and healthy working conditions

Requires passage by the General Assembly in two consecutive sessions, followed by a statewide ballot referendum for voter approval under Article XI procedures
