Amends Section 2506 of Title 18 (Crimes and Offenses) to add "manufactures" to the list of prohibited actions that constitute drug delivery resulting in death, a first-degree felony

Eliminates voluntary use by the deceased as a defense, meaning defendants cannot argue the victim chose to use the controlled substance

Eliminates combination drug use as a defense, meaning defendants cannot argue the death resulted from the victim mixing the controlled substance with alcohol, other drugs, or any other substances

Applies to violations of The Controlled Substance, Drug, Device and Cosmetic Act (April 14, 1972)

Takes effect 60 days after enactment
