PennDOT must maintain at least five in-person locations across different regions of Pennsylvania where vehicle dealers can obtain dealer registration plates and safety/emissions inspection stickers

Each required location must be open at least two days per week for a minimum of three hours per day for dealer services

At least one office must be located in a third-class city with a population between 48,000 and 55,000 within an existing licensing and vehicle services facility

The minimum hours requirements do not apply to any additional locations the department establishes beyond the five required sites

The act takes effect 60 days after enactment
