Establishes minimum energy and water efficiency standards for 15 product categories sold or installed in Pennsylvania, including commercial dishwashers, fryers, ovens, steam cookers, faucets, showerheads, urinals, water closets, gas fireplaces, portable electric spas, residential ventilating fans, spray sprinkler bodies, water coolers, and certain fluorescent lamps

Prohibits sale or offering for sale of non-compliant new products starting July 1, 2027, with installation restrictions for compensation taking effect one year after sales restrictions begin

Requires the Environmental Quality Board to promulgate regulations within one year establishing minimum efficiency standards, with most products required to meet EPA Energy Star or WaterSense specifications

Mandates manufacturer testing, certification to the Department of Environmental Protection or approved third-party database, and compliance labeling on products or packaging

Imposes civil penalties of up to $100 per violation for first offenses after a warning, and up to $500 for repeat violations, with each day of continued violation constituting a separate offense
