Prohibits facilities from operating between 10:00 p.m. and 5:00 a.m., using the premises as living quarters, employing unlicensed massage therapists, engaging in sexually explicit advertising, or possessing adult-oriented merchandise

Establishes inspection authority allowing officials to access facilities during business hours, review employee logs and licenses, and requires facilities to maintain records of all clients, services, and employee background checks for at least one year

Requires parental or guardian presence when bodywork is performed on minors (unless waived in writing), and mandates victim services through the Crime Victims Act for trafficked employees discovered at illicit facilities
