Establishes the Supplemental Public Transportation Operating Assistance Allocation for Growing Counties Grant Program within the Pennsylvania Department of Transportation to provide additional operating funds to public transit systems in counties experiencing growth

Eligible applicants must already receive state transit grants under sections 1513 or 1516 and be located in counties showing either population growth or employment growth over a five-year period

Program funding is split 50% to counties growing in employment (based on Department of Labor and Industry unemployment statistics) and 50% to counties growing in population (based on U.S. Census American Community Survey data)

Grant amounts are distributed proportionally based on each county's percentage growth rate compared to other eligible counties in the same category

Takes effect 60 days after enactment; local match requirements cannot exceed those already required under existing section 1513(d) operating program grants
