Amends The Administrative Code of 1929 to establish leave policies for state employees during office closures caused by gubernatorial disaster emergency declarations or other exigent circumstances beyond agency control

Requires employees unable to perform duties for at least five consecutive business days due to such closures to be placed on unpaid leave until they can resume regular or substantially similar alternative duties

Employees on unpaid leave retain all fringe benefits (health insurance, expense reimbursements, other employer payments) during the leave period

Employees may elect to use accrued paid leave in lieu of unpaid leave; once exhausted, they transition to unpaid leave status

Provisions do not apply to employees who can work via telework or alternative locations, or those furloughed indefinitely; the act takes effect in 60 days
