Requires health insurers to provide claims experience data to group policyholders with 51 or more covered employees within 30 days of request, unless the data was already furnished within the preceding six months

Claims experience data must include at least two policy years of earned premiums, total incurred claims, amounts exceeding stop-loss points, and non-fee-for-service provider reimbursements

Insurers may charge a reasonable, non-discriminatory fee for providing claims data, with fee schedules filed with the Insurance Department at least 30 days before use

Penalties for violations include fines up to $5,000 per violation ($10,000 for willful violations), with annual caps of $500,000 for insurers and $100,000 for other persons, plus potential license suspension or revocation

Takes effect 60 days after enactment and applies to entities licensed under The Insurance Company Law of 1921, the Health Maintenance Organization Act, and hospital/professional health services plan corporations
