Amends Pennsylvania's Dog Law to expand certain kennel requirements previously applicable only to "Kennel Class C" license holders to apply to all kennels

Removes subsection (g) which contained specific requirements for boarding kennels, humane societies, and Kennel Class I through VI license holders regarding exercise plans, smoke alarms, fire extinguishers, and primary enclosure construction standards

Establishes a Heat Index value of 85 or lower as the new humidity standard for dog housing facilities, replacing the previous "health and well-being" standard

Abrogates the provisions of 7 Pa. Code § 28a.4(a)(1), a state regulation related to kennel requirements

Takes effect 60 days after enactment
