Amends Section 1729-E(b) of The Fiscal Code to modify the Home and Community-Based Services for Individuals with Intellectual Disabilities Augmentation Account funding mechanism

Adds new requirement that after sale of real property from a closed state center for intellectual disabilities, the Secretary of the Budget must annually certify and transfer the maintenance, upkeep, and operational costs that would have been spent had the center remained open

Funds in the account are appropriated to the Department of Human Services for home and community-based supports, direct support professional capacity, housing supports for individuals with intellectual disabilities, and services for people on the emergency waiting list as of the first day of each fiscal year

Department of Human Services must receive input from the Office of Developmental Programs and the Information Sharing and Advisory Committee when determining service allocations

Effective date of July 1, 2025, or immediately, whichever is later
