Requires every Commonwealth-owned building in Pennsylvania to have at least one nursing parents room for employees and the public to breastfeed or express breast milk

Nursing rooms must meet specific standards including: minimum 50 square feet, lockable door, work surface and chair, visual and sound privacy, electrical outlet, waste receptacle, and ADA compliance

Rooms cannot be restrooms, toilet stalls, offices, storage rooms, or janitor's closets; refrigerators and sinks must be included where possible

Department of General Services must provide signage in buildings showing room locations and maintain a public list of all nursing room locations on its website

Applies to the State Capitol, Governor's Residence, Pennsylvania Judicial Center, State Museum, and any Commonwealth-titled building where the public obtains services; takes effect one year after enactment
