Amends Section 4905(d) of Title 75 (Vehicles) to allow safety cables as an alternative to safety chains when connecting vehicles using ball-and-socket hitches or pintle hooks without locking devices

Requires two safety chains or safety cables of equal length, each with ultimate strength at least equal to the gross weight of the towed vehicle

Safety chains or cables must be crossed and connected to prevent the tow bar from dropping to the ground if disconnection occurs

Takes effect 60 days after enactment
