Creates new Section 5325.1 in Pennsylvania's Domestic Relations code allowing siblings to petition courts for visitation rights with a child, with petitions filed by the sibling directly or by a parent/guardian on behalf of a minor sibling

Courts must consider five factors: the child's best interests, whether the petitioner is fit and proper, whether visitation was attempted but denied in the 30 days before filing, whether alternatives to court intervention exist, and whether denial of visitation was unreasonable by clear and convincing evidence

Defines "sibling" broadly to include brothers, sisters, half-siblings, and step-siblings

Visitation rights are limited to spending time with the child and explicitly exclude any form of physical custody (partial, primary, shared, sole, or supervised)

Takes effect 60 days after enactment
