Department of Education required to conduct a one-time survey of all school entities (public, charter, private, nonpublic, intermediate units, and career/technical schools) to assess current capital investment needs through the 2027-2028 school year

Survey must cover physical, digital, sanitary, and curricular infrastructure needs, including climate resilience requirements such as energy backup systems, air filtration, HVAC, and insulation

School entities must report all infrastructure costs delayed or deferred since January 2020, equipment purchases over $1,000, sanitation expenses including PPE, and technology costs related to COVID-19 pandemic response

Department must compile survey results and submit a detailed report to the General Assembly specifying actual incurred costs and predicted capital needs for all school entities statewide

Temporary regulations exempt from standard regulatory review processes may be promulgated for up to two years, with rulemaking authority expiring six months after the effective date
