Amends Title 68 of Pennsylvania Consolidated Statutes to require land banks to pay just compensation equal to appraised property value minus any fines, liens, or remediation costs when acquiring real property.

Authorizes municipalities to designate properties for land bank acquisition if they have been abandoned, vacant and blighted, or declared a nuisance for five consecutive years, with a record of building code violations or tax delinquency.

Requires municipalities to send at least three notifications to property owners (first by certified mail) about violations before designating property for acquisition, with a 90-day waiting period after final notification.

Establishes an appeal process allowing property owners to avoid acquisition by submitting a redevelopment plan with timeline, financing, architectural drawings, or contractor contracts at least 30 days before a hearing.

Permits municipalities to inspect properties with approved redevelopment plans and revoke appeals if plans are not implemented, with extensions granted in no more than six-month increments; act takes effect in 60 days.
