Sportsmen's groups in each district may nominate candidates for commission vacancies, followed by a 30-day voting period where licensed hunters, anglers, and boaters select from nominees at point-of-sale license locations

Governor must appoint from the three candidates receiving the highest vote totals within 30 days; if Governor refuses for cause, must choose from candidates ranked fourth through sixth

Legislative Game and Fisheries Committees have 5 legislative days to confirm appointments by majority vote; failure to vote constitutes automatic confirmation; after two consecutive rejections, the third nominee is confirmed without legislative approval

Department of Conservation and Natural Resources must maintain a publicly accessible list of sportsmen's groups by district and administer the nomination/voting process, with most provisions taking effect one year after enactment
