Amends the Pennsylvania Municipalities Planning Code to require voter approval via local referendum for "high impact" warehouses and distribution centers before development applications can receive final approval

Defines "high impact warehouse or distribution center" as facilities using at least 3 acres and 100,000 square feet or greater; excludes retail facilities open to the public

Requires the referendum to be held at the next election occurring at least 100 days after the governing body or planning agency approves the development application

Mandates ballot questions include project details such as total acreage, building size, and proposed road improvements; a majority "yes" vote finalizes approval while a majority "no" vote denies the application

Takes effect 60 days after enactment
