Revised State Implementation Plan must be completed and submitted to the U.S. EPA by January 1, 2026, demonstrating these counties can maintain air quality standards without the vehicle emissions testing program

Additional counties previously subject to emissions testing may be removed if DEP can demonstrate they can maintain standards without the program, with a revised plan due within 180 days of initiating that process

DEP must comply with federal law during revisions, ensuring changes do not interfere with air quality attainment requirements or negatively impact federal funding

Act takes effect in 60 days; DEP must notify relevant Senate and House committee chairs upon submitting revised plans to EPA, and publish notice of EPA approval in the Pennsylvania Bulletin
