Establishes the Pennsylvania Fresh Food Financing Initiative to provide grants for construction, rehabilitation, or expansion of grocery stores, farmers' markets, and retail food establishments in underserved, low-income, or moderate-income communities

Administered by the Department of Agriculture, with priority given to projects serving BIPOC communities (50%+ minority population or 700+ minority residents), USDA-designated food deserts, and those promoting Pennsylvania agricultural products through the PA Preferred® program

Eligible applicants include for-profit, nonprofit, or cooperative entities where at least 50% of revenue comes from selling staple and perishable food to consumers or retail settings in low/moderate-income communities

Capital project grants capped at 15% of funding per project class require dollar-for-dollar private matching funds; administrative costs limited to 10% of total program funding

Creates the Fresh Food Financing Initiative Restricted Account in the General Fund, which may receive state appropriations, federal funds, gifts, and donations; takes effect 60 days after enactment
