Prohibits suspension or expulsion of children younger than 8 years old from public schools or publicly funded pre-kindergarten programs unless the pupil poses an imminent threat of harm or danger to others

Limits exclusion from in-person instruction to a maximum of 10 school days for pupils 8 years or older without a proper hearing

Establishes that only pupils 8 years of age or older may be temporarily suspended for disobedience or misconduct

Preserves existing authority for school boards to conduct hearings and delegate suspension/expulsion decisions to authorized committees or hearing examiners

Takes effect 60 days after enactment
