Beginning with the 2026-2027 school year, Pennsylvania school entities offering Holocaust, genocide, and human rights instruction must post titles or links for all primary resources and a course syllabus or written summary on their public websites, updated at least every three years.

Department of Education must establish curriculum guidelines within 12 months covering Holocaust history (Third Reich, concentration camps, persecution, resistance, post-WWII trials), genocide definitions and history (including Rwandan and other genocides), human rights violations, and anti-Semitism/racism.

"Primary resource" is defined as textbooks, resources, or online materials approved by the school's governing board that serve as the basis of instruction and are used consistently by a majority of students in a course.

Applies to school districts, charter schools, cyber charter schools, regional charter schools, intermediate units, and area career and technical schools.

Act takes effect 60 days after enactment.
