Amends The Administrative Code of 1929 to require heads of administrative departments (excluding the Office of Attorney General, Department of the Auditor General, and Treasury Department) to submit annual written reports to the Governor on department condition, management, and financial transactions

Reports must include a thorough assessment of weaknesses and risks within each department that could negatively affect emergency response capability in Pennsylvania

Reports must detail actions necessary to address or resolve identified weaknesses and risks within each department

All reports and supporting documents are classified as privileged and confidential, exempt from discovery in civil actions, excluded from public records under the Right-to-Know Law, and may not be made public without written Governor approval

Takes effect 60 days after enactment
