Authorizes Pennsylvania to join the Audiology and Speech-Language Pathology Interstate Compact, allowing licensed audiologists and speech-language pathologists to practice across member states without obtaining separate licenses in each state

Establishes a "compact privilege" system where practitioners with an active, unencumbered license in their home state can practice in other member states, including via telehealth, while remaining subject to each state's practice laws and regulatory authority

Creates the Audiology and Speech-Language Pathology Compact Commission, a joint public agency with representatives from member states that will administer the compact, maintain a coordinated data system, and promulgate binding rules

Requires criminal background checks including FBI fingerprint searches for applicants, and bars practitioners with felony convictions related to their profession or encumbered licenses from obtaining compact privileges for at least two years

Takes effect 18 months after enactment, with the compact becoming operational once 10 states have enacted it
