Schools with student media programs must adopt policies beginning in 2025-2026 that protect free speech rights for student journalists while prohibiting content that is libelous, obscene, invades privacy, violates law, incites unlawful acts, or substantially disrupts school operations

School officials are prohibited from approving school-sponsored media before publication or broadcast; approval authority rests solely with student editors appointed by student-media advisors

Student editors have authority to approve, reject, or exclude all content from school publications and broadcasts, and must provide written explanations when rejecting student journalists' work

Student-media advisors cannot be dismissed, suspended, disciplined, reassigned, or transferred for protecting student journalists' conduct or refusing to infringe on students' First Amendment rights

School-sponsored media is considered student expression rather than official school statements, and students may receive annual media law training on their rights and policy limitations
