Requires independent motor vehicle dealers (used vehicle dealers) to complete mandatory education and training courses as a condition for initial and renewal licensure in Pennsylvania

Initial license applicants must complete at least 20 hours of web-based or in-person instruction; renewal applicants must complete 2 hours of instruction

Course costs are capped at $300 per person for initial licensing and $75 per person for renewal, unless the State Board of Vehicle Manufacturers, Dealers and Salespersons approves higher amounts

Exempts dealers licensed for 10 years or more and applicants already licensed as new vehicle dealers from the education requirements

State Board must develop the education course curriculum and promulgate implementing regulations within 180 days; education requirements take effect one year after regulations are finalized
