Prohibits businesses from charging consumers additional fees or rate differentials for paying bills by U.S. mail or receiving paper billing statements

Amends Pennsylvania's Unfair Trade Practices and Consumer Protection Law (1968) by adding Section 3.2

Allows businesses to offer credits or incentives to encourage consumers to choose specific payment or billing options (such as electronic billing)

Subject to applicable federal law and regulations

Takes effect 60 days after enactment
