Creates civil liability for knowingly and intentionally disseminating campaign advertisements containing deepfakes of political candidates within 90 days before an election

Requires clear disclosure stating content "contains deepfake content and has been manipulated or generated to depict speech or conduct that did not occur," displayed throughout videos and at beginning/end of audio content

Mandates embedded tamper-evident digital content provenance for deepfake campaign content, disclosing creator information, editing history, and use of digital technology

Establishes civil penalties per day of dissemination: up to $15,000 for municipal candidates, $50,000 for state candidates, and $250,000 for federal candidates including President, Vice President, and Congress (doubled for super PACs)

Exempts law enforcement, broadcasters, newspapers, interactive computer services, internet/cloud providers, satire/parody content, and technology providers/developers from liability
