Amends the Taxpayer Relief Act to prohibit the Pennsylvania Department of Education from approving a school district's request to exceed tax increase limits if the district received such an exception for the preceding two consecutive fiscal years

Limits school districts' ability to repeatedly bypass voter referendum requirements for property tax increases through the state exception process

Takes effect 60 days after enactment
