Authorizes school entities (school districts, charter schools, private and nonpublic schools) to require bus drivers to complete epinephrine training before transporting students

Requires the Department of Education to administer the program, establish eligibility criteria, notify school entities, and develop application forms for grant funding

Permits school entities to disclose student allergy information to bus drivers only with parental or guardian consent, while requiring compliance with federal and state student privacy laws

Takes effect 60 days after enactment and explicitly preserves existing collective bargaining agreements with school employee unions
