Expands the authority to appoint police officers for housing authorities to include second class A cities and third class cities, in addition to the existing authorization for second class counties and second class cities

Housing authority police officers would exercise the same powers as municipal police, including jurisdiction over authority property and adjacent grounds and buildings

Requires housing authority police officers to complete the same training course required for municipal police officers under state law and receive certification from the Municipal Police Officers' Education and Training Commission

Officers must maintain their certification as a condition of continued employment as housing authority police

Takes effect 60 days after enactment
