Requires each Pennsylvania school entity to conduct one mandatory school security drill per school year within 90 days of the school year starting, replacing one fire drill; allows up to two additional security drills per year after the 90-day period.

Mandates that security drills be age-appropriate, developmentally appropriate, and use trauma-informed approaches, with involvement of school-based mental health professionals.

Prohibits drills from including props, actors, simulations, or tactics mimicking violence, such as weapons, gunfire, simulated injuries, fake blood, or individuals posing as active shooters or victims.

Requires schools to notify parents and guardians at least 7 days in advance and coordinate with local law enforcement and emergency management agencies before conducting drills.

Mandates a student debrief period with teachers immediately following each drill, with access to on-campus mental health services; the act takes effect 60 days after enactment.
