Requires the Pennsylvania Public Utility Commission to develop regulations governing "double utility poles" — situations where old damaged or outmoded poles remain alongside newly installed replacement poles because attached infrastructure (electric, telephone, cable) has not been migrated

Mandates attached infrastructure owners register annually with the commission and maintain current contact information, with rules establishing presumptively reasonable timeframes for migrating facilities to replacement poles

Creates compensation and indemnification procedures for pole owners when infrastructure owners fail to timely migrate or remove their attachments, including authorization to require surety bonds from attached infrastructure owners

Authorizes civil penalties against attached infrastructure owners who violate the final regulations and prohibits utilities from recovering removal costs from ratepayers if those costs were already recovered from the attachers

Sets specific rulemaking deadlines: advanced notice within 90 days of effective date, proposed rulemaking within 180 days of that notice, and final-form regulations within 18 months of proposed rule publication; act takes effect in 60 days
