A health equity impact assessment must be submitted 80 days before closure, detailing impacts on patient access, vulnerable populations, nearby alternatives, transit options, job losses, and fiscal effects on the community

Closure plans must include strategies for patient care continuity, medical records maintenance, employee assistance, pharmaceutical disposal, and written agreements with other providers to accept transferred patients

Enforcement remedies include court injunctions to halt closures, appointment of special masters or temporary managers, and other equitable relief as determined by the court
