First-time violations constitute a third-degree misdemeanor; subsequent violations after sentencing elevate to a third-degree felony

Establishes the Violence Prevention Account within the General Fund, funded by fines collected under this section, with money appropriated to the Pennsylvania Commission on Crime and Delinquency for youth violence prevention programs and law enforcement training/equipment grants

Requires sellers to notify purchasers of the restriction and request Pennsylvania State Police conduct a handgun purchase history check alongside existing background checks; takes effect 60 days after enactment
