Expands the list of health care providers authorized to certify disability parking placard applications to include physical therapists and occupational therapists, in addition to physicians, podiatrists, chiropractors, optometrists, physician assistants, and nurse practitioners

Creates a new temporary placard program allowing approved health care facilities (hospitals, medical specialist centers, physical therapy centers) to issue temporary disability parking placards directly to patients on-site

Requires health care providers to electronically submit completed applications and certification statements to the Department of Transportation to update records when issuing temporary placards

Limits temporary disability parking placards issued through the health care facility program to a maximum validity of six months

Takes effect 30 days after enactment and requires the department to promulgate implementing regulations and provide training and materials to participating facilities
