Extends the transitional care period from 60 days to 120 days for patients to continue treatment with a health care provider who leaves their insurance network, whether due to contract termination, expiration, or non-renewal by either party

Applies to insurers, Medical Assistance (MA) managed care plans, and CHIP managed care plans in Pennsylvania

Requires insurers to notify all affected patients when a provider's network status changes and request they select a new primary care provider

Prohibits non-participating providers from balance billing patients beyond standard cost-sharing amounts when reimbursed at in-network rates during the transitional period

Takes effect 60 days after enactment, with a 180-day implementation period for health insurance policies to comply
