Amends the annual property survey of State-owned real property to require agencies to assess each surplus property's potential for affordable housing development for very low-income, low-income, and middle-income households, in consultation with the Department of Community and Economic Development

Requires the department to categorize surplus properties in its consolidated report to legislative committees as either suitable or not suitable for affordable housing development

Defines "affordable housing" as housing where occupants pay no more than 30% of gross income for housing costs including utilities

Establishes income thresholds tied to area median income: very low-income (up to 50%), low-income (50-80%), and middle-income (80-120%)

Takes effect 60 days after enactment
