Expands Pennsylvania's Prevailing Wage Act to cover "custom fabrication" work performed offsite for public work projects, including plumbing, HVAC, electrical, sheet metal, boiler systems, welding, mechanical insulation, ornamental iron, rebar assembly, and prefabricated modules

Requires workers engaged in custom fabrication for public projects to be paid the prevailing wage rate for their craft based on the locality where the public work project is located, not where the fabrication occurs

Adds HVAC duct cleaning as an exception to maintenance work, making it subject to prevailing wage requirements on public contracts exceeding $25,000

Subjects firms performing custom fabrication to the same compliance, reporting, penalties, and enforcement procedures as on-site contractors and subcontractors

Prohibits paying workers multiple wage rates on the same project, requiring payment at the appropriate rate for their craft; takes effect 60 days after enactment
