Allows exceptions for proprietary specifications only when necessary to test specific features, ensure interchangeability of parts, maintain compatibility with existing systems (with written explanation required), or when no alternative brand or source exists

Requires all specifications to identify essential performance features that equivalent brands or models must meet to qualify

Mandates that equivalent parts or equipment receive equal consideration in the bidding process

Takes effect 60 days after enactment
