Requires each intermediate unit to establish an educational resource material review committee composed of principals, curriculum directors, librarians, superintendents, faculty, and special education directors from multiple school districts

Limits complaints to qualifying complainants (enrolled students or their parents/guardians), caps complaints at 10 per person per year, and requires complainants to read challenged materials in their entirety before filing

Mandates that challenged materials remain in circulation during the review process, with committees required to issue recommendations within 60 days and submit removal decisions to the Department of Education for concurrence

Guarantees parents access to curriculum information and the right to have their children excused from specific instruction conflicting with their beliefs, while prohibiting materials from being removed for all students based on individual complaints
