Extends the expiration date for annual fund transfers from the Pennsylvania Race Horse Development Fund to the State Racing Fund from June 30, 2025 to June 30, 2028

Transfers fund medication testing costs for horse racing, including personnel, equipment, supplies, and facilities at race tracks or commission-designated locations

Requires transfers to be made in 52 equal weekly installments during the fiscal year, taking priority before any other distributions from the fund

All costs must be reviewed and approved by the Pennsylvania State Horse Racing Commission

Takes effect immediately upon enactment (amended from original 60-day delay)
