Amends Article VI, Section 7 of the Pennsylvania Constitution to expand grounds for removal of civil officers beyond "conviction of misbehavior in office or infamous crime"

Civil officers would be removed upon a guilty finding or verdict by judge or jury, guilty plea, or nolo contendere plea to crimes related to their official conduct or crimes that would make them ineligible to hold office

Appointed civil officers (except judges of courts of record) may still be removed at the pleasure of their appointing authority

Elected civil officers (except Governor, Lieutenant Governor, legislators, and judges of courts of record) may be removed by the Governor for reasonable cause after notice, hearing, and two-thirds Senate approval

Requires passage by the General Assembly in two consecutive sessions followed by voter approval at a general or municipal election
