Amends the Job Enhancement Act to create grant and loan programs for businesses materially impacted by the air ambulance crash in Philadelphia on January 31, 2025

Establishes a grant program to provide technical assistance, training, and support to affected businesses through eligible financial institutions

Creates a loan program to fund eligible institutions that will make loans directly to air ambulance crash impacted businesses

Requires a report to legislative Appropriations Committees within 180 days detailing money allocated, participating institutions, and number of grants and loans disbursed

Mandates the Joint State Government Commission to conduct a study on best practices for providing emergency grants to small businesses, examining approaches from other states

Prohibits awarding grants or loans under this program more than five years after the act takes effect
