Expands Pennsylvania's Clean Indoor Air Act to include electronic smoking devices (e-cigarettes, vape pens) and marijuana in the definition of "smoking," and extends the smoking ban to outdoor public areas within 20 feet of building entrances, bus shelters, parks, and playgrounds

Eliminates smoking exemptions for drinking establishments, casino gaming floors, hotel rooms, full-service truck stops, and residential care facilities that were previously allowed under the 2008 law

Removes state preemption of local ordinances, allowing municipalities to adopt and enforce smoking restrictions that exceed the minimum state standards

Increases the continuous existence requirement for private clubs seeking a smoking exemption from 10 years to 25 years, and requires these clubs to conduct biennial member votes (between September 15-November 15 of odd-numbered years) to determine whether smoking will be permitted

Retains exemptions for tobacco shops (where tobacco products comprise at least 50% of sales), cigar bars not connected to casinos, tobacco manufacturer/wholesaler workplaces, and outdoor patios
