Creates a whistleblower-style "witness award" system where citizens who provide information leading to successful monetary recoveries receive between 5% and 15% of the recovery amount

Courts must issue written determinations on witness awards, evaluating the substantial nature of each piece of evidence provided; determinations may be appealed to Commonwealth Court

Matters outside the Attorney General's jurisdiction must be referred to appropriate federal, state, or local offices

Takes effect 180 days after enactment
