Designates English as the official language of Pennsylvania and requires it to be used for all official acts of government, including orders, regulations, licenses, permits, and official documents

Prohibits the Commonwealth and political subdivisions from making policies that express preference for any language other than English or that diminish English's role

Restricts General Assembly appropriations from being used to promote or demonstrate preference for any language other than English

Exempts situations involving federal law requirements, public safety/health/justice needs, foreign language instruction, limited English proficiency student support, international commerce/tourism, Native American languages, criminal defendant rights, and unofficial communications

Takes effect 90 days after enactment and explicitly preserves citizens' rights to choose their own primary language for private conduct
