Removes the requirement for sheriffs to investigate whether an applicant's "character and reputation" would make them "likely to act in a manner dangerous to public safety" when processing concealed carry license applications

Requires sheriffs to delete all applicant investigation information within 10 days after a license is successfully issued or denied

Mandates the Attorney General seek reciprocity agreements with every state for mutual recognition of concealed carry licenses and prohibits unilateral withdrawal from existing agreements

Requires annual reports to the General Assembly detailing reciprocity agreement efforts and explaining why agreements could not be reached with specific states

Entitles applicants denied a license to recover attorney fees and costs in any enforcement action against the issuing authority; act takes effect in 60 days
