Establishes a Child and Adult Care Food Program Supplement to provide additional state financial reimbursements to eligible care centers participating in the federal Child and Adult Care Food Program (42 U.S.C. § 1766) for meals served to enrollees

Department of Education will administer the supplement program, request applications from facilities, and develop necessary rules and regulations

Facilities must demonstrate ability to better serve food to additional enrollees; nonprofit organizations and emergency shelters may also use funds to bolster fiscal stability or expand care/educational opportunities, while for-profit facilities must direct funds toward care and educational opportunities

Funding priority must maximize the number of enrollees who are fully nourished while in care facilities

Annual report required by June 1 following each appropriation, submitted to the Governor and relevant legislative committees, detailing participating facilities, meals served, and projected funding needs for the following year
