Repeals Chapter 33 of Title 40 (Insurance) of the Pennsylvania Consolidated Statutes, which currently prohibits abortion coverage in qualified health plans offered through the state's health insurance exchange under the Affordable Care Act

Removes Pennsylvania's opt-out election under Section 1303(a) of the ACA, which allowed states to ban abortion coverage in exchange plans except in cases where public funds would be permitted (life endangerment, rape, incest)

Eliminates the requirement that individuals seeking abortion coverage through the exchange must purchase separate supplemental coverage with a separate premium outside the exchange

Would allow qualified health plans on Pennsylvania's insurance exchange to include abortion coverage as part of standard benefits

Takes effect immediately upon enactment
