Requires the commissioner and licensing boards/commissions to make paper applications available for professional licenses, certificates, registrations, and permits within 120 days of the effective date

Paper application option applies to both initial applications and renewals from any state licensing board or commission

Eligibility limited to individuals who object to submitting electronic applications based on religious or personal convictions

Amends Title 63 (Professions and Occupations) of the Pennsylvania Consolidated Statutes by adding Section 3109.1

Act takes effect 60 days after enactment
